Urgent NEM Update 11-2015

Today HECO sent out a clarification letter via Isaac Warsh regarding grandfathering NEM systems and how amendments to pending applications will be treated.  I've attached the letter here, and if you're not receiving these emails from Isaac, please contact him to get on the distribution list.

I suggest you read the clarification yourself, but I want to emphasize a few key points and DEADLINES. The key piece of information to have is:  when was a revision to a pending application submitted to the NEM department.  Here are the three main scenarios:


1.  Revision submitted (in person or post marked) by Oct. 13, 2015

If you have a conditionally approved NEM application, and you submitted revisions to that NEM application for an increase in rated system capacity on or before October 13, 2015, the added capacity is approved so long as the addition is equal to or less than 1 kW.  The entire system stays under NEM.  Please see announcement for other details.

2. Revision to conditionally approved NEM not yet submitted and installation with increased capacity already installed

If you have a conditionally approved NEM application, and you have installed that system by today, November 11, 2015, and you have an increased capacity from what is stated on your conditionally approved application, and you have not yet submitted the paperwork to show the revised application (and the revision is less than or equal to 1 kW), the installation is allowed with the increased capacity.  However, you must submit the revised application by Wednesday, November 18, 2015--that is one week from today.  Please see announcement for details.


3. Revision to conditionally approved NEM not yet submitted and installation with increased capacity not yet installed as of today November 11, 2015

If you have a conditionally approved NEM application, and you have not submitted revisions by Oct. 13, 2015 and you have not yet installed as of today, November 11, 2015, you are NOT ALLOWED to install the system with unapproved revisions.  You may be required to uninstall unapproved revisions.  In other words, the utility has stated that as of today, the past practice of allowing customers to add capacity to conditionally approved applications without first getting express approval is not longer allowed.
