A trade complaint seeking to protect U.S. manufacturers of solar panels from unfair competition from Chinese rivals was filed yesterday by SolarWorld and six other panel makers.  The companies are asking the government to impose duties on more than $1 billion of Chinese imports.  SEIA's John Smirnow, international trade expert, details the process behind determining whether Chinese companies are illegally dumping product into the U.S. market.
